The first one being REPUTATION
Reputation is used for interactions you had with a user. If they were friendly and helped you out, you may wanna leave them a positive reputation. If they were rude they probably don't deserve it.
The second one are VOUCHES
Vouches are used as a form of reviews for buyers and sellers. Vouches should only be used to describe a trade interaction you had with a user. If the user was very friendly and the product was as described - leave them a positive review so that other users can read about your experience with them. If the product had bad quality or you weren't satisfied with the service, leave a bad review so that other users are warned about the seller.
